  • Background:

The Aspire to Innovate (a2i) Programme’ builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable, and easier to access.

The Data Impact project, which is funded by Vital Strategies as a part of the Bloomberg Data for Health Initiative, seeks to improve the use of data to inform public health decision-making, particularly within the Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP).  The project has two major components:

  • Developing digital data tools such as dashboards and predictive models.
  • Building capacity in policy analytics and data use among analysts, technical staff and senior executives.
  • Objectives:

The Health Data Expert will provide support for both components of the Data Impact project.  The overall objectives of the assignment are:

  • Identify relevant data to integrate into various digital tools, assess the quality and validate those data, and propose analyses and visualizations to present those data for effective use by decision-makers.
  • Develop and deliver technical support activities to strengthen capacity of key data users to translate data into decisions to improve public health programs and policies.
  • Scope of work and expected outputs/deliverables:

 The scope of this assignment will include (but not be limited to) the following:

1) The Health Data Expert will support the development of two types of digital tools: (a) operational dashboards, applications that DGHS Line Directors can use to monitor key indicators, including those that measure progress toward operational plan goals; and (b) analytic hubs, applications organized by topical areas (ex. maternal/child health, noncommunicable diseases, etc.) that provide experts with access and functionality to analyze a wide range of relevant data drawn from diverse sources.  The Health Data Expert will be responsible for:

  • Soliciting the input of key stakeholders/intended users (Line Directors, Program Managers, subject area experts) on data and analysis to be integrated into the tools.
  • Based on stakeholder/user input, developing a catalog of potential data sources to include in tools.
  • Extract, clean and summarize data on selected indicators from the sources to assess their quality and suitability for integration into the tools and to determine insights that might be derived from them.
  • Communicating with solution developer responsible for designing the tools to ensure that stakeholder priorities and key data insights are addressed in the design.
  • Collaborating with the solution developer to design training for the intended users of the tools.

2) The Health Data Expert will support capacity strengthening among government analytic staff through two efforts: (a) guiding the completion of specialized analysis of selected noncommunicable diseases and (b) organizing a training program in policy analytics. The Health Data Expert will be responsible for:

  • Coordinating engagement with noncommunicable disease subject experts and with targeted training program participants.
  • Providing technical assistance to support the completion of priority analytic projects.
  • Help tailor design of analytic training program to meet the specific needs of targeted participants.
  • Develop materials for technical assistance on review of performance data
  • Guiding the development of strategies to disseminate data products created as a result of priority analytic projects.
  • Assisting in the planning of policy conference(s)

Supervision and Performance Evaluation:

The consultant will work under the overall supervision of Project Manager, Aspire to Innovate (a2i) Programme.

Timeframe:

The tenure of the contract will be initially for 6 months, may be extended beyond that deadline based on performance and availability of fund and project deadline.

Reports:

The activities done by the incumbent will be regularly monitored by the Project Manager, Aspire to Innovate (a2i) Program.

Duty Station: Dhaka.

Requirements for experience and qualifications:

  1. Academic Qualifications:
  • Master Degree in Public Health/MSS/MBA in MIS/ Statistics /Data Analysis or other relevant discipline.
  1. Experience:
  • At least 8 years’ overall experience in positions focused primarily on data analytics (preferably in health-related fields)
  • At least 2 years’ experience working on multi-stakeholder projects funded by international donors
  • At least 5 years working experience on Database Management.
  • Preferred experience working with DHGS or DGFP
  • Experience in designing and developing of any national level e-governance database application.

Language Required:

Fluency in English and Bangla is required.

Tentative Payment Schedule:

  • The incumbent will be paid on monthly basis.

 Deliverables:

  • Catalog of potential data sources to include in operational dashboards and analytic hubs, including source characteristics.
  • Extract, clean and summarize selected indicators from the sources to confirm their suitability for integration into the tools
  • Develop Training materials for the intended users of the digital data tools.
  • Analyze noncommunicable disease data and support development of priority analytic projects.
  • Prepare Training materials for strengthening analytic capacities of selected government staff
  • Support the planning and delivery of policy conference(s).
